Who decides which track my claim is on?

Can I ask for a different track?

Yes — both sides can argue for allocation in the Directions Questionnaire. Common moves: limiting your claim below £10k to stay on small claims (avoids cost-recovery exposure), or asking for fast/multi-track on a borderline case where complexity justifies it.

Why does the track matter so much?

Cost recovery. On the small claims track, you cannot recover solicitor fees from the loser (CPR 27.14). On fast/multi, you can — which means losing parties on multi-track can be ordered to pay £20k+ in opposing solicitor costs on top of the claim. This is what makes track allocation a tactical battle.

Should I voluntarily limit my claim to £10k?

It depends on your appetite for risk. What if my claim has multiple heads of loss?
