County Court Business Centre (CCBC)
A real HMCTS unit in Northampton that processes claims by post and online — and a name fraudsters have borrowed to frighten people into paying debts that do not exist.
Is a letter from the County Court Business Centre genuine, or is it a scam?
It can be either, which is exactly why this causes confusion. The CCBC is a real HMCTS unit that processes claims by post and online, so a genuine claim form or judgment notice from it is entirely normal. Separately, fraudsters have impersonated the CCBC and court bailiffs by phone, inventing a fictional debt and demanding an urgent bank transfer to avoid enforcement. The way to tell them apart is the channel and the pressure: a real CCBC claim arrives by post, gives you weeks to respond, and never asks for a bank transfer over the phone to a stranger.
What does a genuine CCBC claim look like?
It is a Claim Form N1, together with Particulars of Claim and a response pack, posted to you with the Northampton CCBC address on it, setting out who is claiming against you, for how much, and why. It will tell you the deadline to respond — 14 days to acknowledge or defend, extendable to 28 — and how to do so, including online through the Money Claim Online service if the claim was issued that way.
What should I do if I get a phone call claiming to be from the CCBC demanding payment?
Hang up, and do not transfer any money. The genuine CCBC does not telephone people demanding immediate bank transfers to avoid bailiffs. If you are worried a real claim might exist against you, check independently — log into the Money Claim Online portal if you know a claim number, or contact the court directly using a phone number you have found yourself, not one the caller gave you. Report the call to Action Fraud.
Does every small claim go through the CCBC?
No. The CCBC specifically handles claims issued online through Money Claim Online and bulk claims issued through the Claim Production Centre, both based in Northampton. A claim issued on paper at a local county court hearing centre, or through a solicitor's electronic filing system, may never pass through the CCBC at all — it depends on how and where the claim was started.
Can the CCBC decide my case or hold a hearing?
No. The CCBC administers claims — issuing them, processing responses, and entering judgment on undefended or admitted claims — but it does not hold hearings itself. If a claim is defended and needs a judge to decide it, the case is transferred to a county court hearing centre local to the defendant, which is where any hearing takes place.
Why does a debt collection letter sometimes mention the CCBC even though I never heard of a court case?
Some genuine pre-action correspondence references the CCBC because the creditor intends to issue proceedings there if the debt is not resolved, or because bulk business claims — such as those from utility companies — are commonly issued through the Claim Production Centre associated with the CCBC. That is different from an actual claim having been issued. If you are unsure whether proceedings exist, check the Money Claim Online portal or ask the sender to confirm a claim number, rather than assuming either way.
What the CCBC actually is
The CCBC is an administrative centre, not a court in the sense of a building where hearings take place. It was set up to process the paperwork behind large volumes of money claims efficiently, mainly those issued through Money Claim Online, alongside bulk claims from the related Claim Production Centre, also based in Northampton. Both exist to handle the mechanics of issuing a claim, serving it, recording responses, and entering judgment where no defence is filed or the defendant admits the debt — the things a court does on paper, before a dispute ever needs a judge.
If a claim is defended and genuinely needs deciding, the CCBC's job ends at that point: the case is transferred to a county court hearing centre serving the defendant's home address, where any hearing actually happens. This split — central administration for the straightforward cases, local hearings for the contested ones — is what makes the CCBC able to handle such a high volume of claims from one building.
Why its name gets used by scammers
- 1 It sounds official, because it is. Unlike a made-up agency, the CCBC genuinely exists and genuinely issues claims against real people, which makes a caller invoking its name sound credible.
- 2 Most people do not know how it actually contacts you. A genuine CCBC claim arrives by post as a formal claim form, not as an unexpected phone call demanding same-day payment.
- 3 The threat of bailiffs creates urgency. Reported scams invent an invented debt and threaten immediate bailiff action unless money is transferred at once — a genuine enforcement process never moves that fast or demands payment by phone.
Telling a real claim from an impersonation attempt
The reliable test is the channel and the pace, not how official the caller sounds. A genuine claim from the CCBC is a document, sent by post, naming a specific claimant, a specific amount, and giving a response deadline measured in weeks. It never arrives as an unsolicited phone call asking for an immediate bank transfer to a personal account to stop bailiffs attending that day. If you are ever in doubt, you can check independently through the Money Claim Online portal, or by contacting the court using a number you have found yourself — never one supplied by the caller.
A company finance officer receives a phone call from someone claiming to be a CCBC bailiff, saying a £4,000 county court debt is owed and must be paid by bank transfer within the hour to avoid bailiffs attending the office.

Consistent with a known scam pattern
None of the hallmarks of a genuine CCBC claim are present — no posted claim form, no claim number the finance officer can independently check, and a demand for instant payment under threat. The correct response is to end the call, not transfer any money, verify independently through Money Claim Online or the court directly, and report the call to Action Fraud.
